New Requirement

Starting July 2025, all employers of foreign domestic workers must provide a Primary Care Plan (PCP) in addition to the existing medical insurance requirement. This ensures domestic workers have access to both inpatient and outpatient healthcare services.

What is the Primary Care Plan?

The Primary Care Plan (PCP) is a comprehensive outpatient healthcare program designed specifically for foreign domestic workers in Singapore. Unlike the mandatory medical insurance which primarily covers inpatient care and hospitalization, the PCP focuses on day-to-day healthcare needs, preventive care, and early intervention.

Ensure foreign domestic workers have access to essential outpatient healthcare services, reducing the reliance on emergency care and improving overall health outcomes.

All employers of foreign domestic workers in Singapore, regardless of the worker's nationality, age, or length of employment.

Cost Structure

The Primary Care Plan is designed to be affordable while providing comprehensive coverage. Plans are typically structured with the following cost components:

Annual Premium

S$120 - S$200 per year, depending on the plan tier and provider

Co-payment Structure

Employer typically pays S$5 - S$10 per GP consultation as co-payment

Claim Limits

Annual claim limits range from S$1,500 - S$3,000 for outpatient services

Important Note

The PCP is separate from the mandatory medical insurance (MI) requirement. Employers need to maintain both coverages, with MI covering inpatient care and PCP covering outpatient services.
