The biometric step is the part of the FDW work permit process that most employers forget about until the agency calls and says "bring your helper to Bendemeer Road tomorrow morning." It is short, free, and usually painless, but it has to happen in the right window, with the right documents, or the work permit card cannot be issued.

Where biometric upload sits in the work permit flow

For a new foreign domestic worker (FDW), the issuance flow is sequential:

  1. IPA issued by MOM (In-Principle Approval letter) after the work permit application is approved.
  2. Helper arrives in Singapore on a Single Journey Visa, carrying the IPA.
  3. SG Arrival Card submitted online within three days before arrival (mandatory since 2023).
  4. Settling-in Programme (SIP) attended by first-time helpers within three working days of arrival.
  5. Biometric upload at MOM Services Centre (face photo, fingerprints, signature).
  6. Work permit card issued, usually within 3 to 5 working days after biometric.

The biometric step is what links your helper's physical identity to her digital work permit record. Without it, MOM cannot print the card, and without the card she technically cannot start full duties even though the IPA covers her for entry and limited initial stay.

When does biometric upload happen?

After arrival and after SIP, but before the 14-day IPA window expires. In practice:

  • Day 0: Helper arrives at Changi.
  • Days 1 to 3: SIP completed (first-time helpers only).
  • Days 3 to 10: Biometric appointment booked and attended.
  • Days 8 to 14: Permit card collected or mailed.

Agencies usually book the biometric slot as soon as the helper lands, sometimes for the same day she finishes SIP, to avoid pushing against the 14-day IPA validity.

Who actually does the biometric upload?

The helper has to be there in person. Fingerprints, face photo, and signature have to be captured live; no proxy, no scanned PDF, no Singpass upload from home.

Three common scenarios:

  • Agency-managed: Most placement clients have the agency escort the helper to MOM Services Centre at Bendemeer Road. The employer does not need to be present.
  • Direct hire / transfer: The employer brings the helper personally. You do not need to do the biometric yourself, but you may be asked to verify identity or sign the work permit declaration.
  • MOM@SG mobile app: For some renewals and certain in-Singapore transfers, a portion of the biometric data can be captured via the official MOM@SG app on a Singpass-linked phone. For new FDW first-time issuance, an in-person visit is still required as of 2026.

The MOM Services Centre (Bendemeer Road)

All FDW biometric uploads in Singapore happen at the MOM Services Centre at 1500 Bendemeer Road, Singapore 339946. The biometric counters are inside the Work Pass Services area on the ground floor.

What to bring to the appointment

Pack these in one folder. Missing any of these is the single most common cause of a wasted trip:

  • Helper's original passport (must be valid for at least 7 more months)
  • The original IPA letter printed in colour
  • The work permit application form, signed
  • One recent passport-sized photo of the helper (white background, taken within 3 months, matte finish)
  • Employer's NRIC (original, if employer is attending)
  • Agency authorisation letter if an agency representative is bringing the helper
  • Settling-in Programme certificate (for first-time helpers)
  • Medical examination report if not yet uploaded

Step-by-step at the counter

  1. Check in at the kiosk using the appointment QR code or by entering the IPA reference number. Take a queue number.
  2. Document verification at the front counter. The officer confirms the passport, IPA, and application form match.
  3. Face capture. Helper sits in front of a fixed camera. Glasses off, hair off the face, neutral expression, no head coverings unless for religious reasons.
  4. Fingerprint capture. Both thumbs and all fingers, rolled onto the live scanner. Dry, clean hands work best.
  5. Digital signature. Helper signs on a touch pad. The signature must match the one on her passport and application form.
  6. Confirmation slip printed. This is the proof that biometric is done. Keep it until the card arrives.

Total counter time: 15 to 25 minutes if documents are in order.

After the biometric: what happens next

Once biometric is captured, MOM prints the physical work permit card. Standard timeline:

  • 3 to 5 working days: Card printed and dispatched.
  • Delivery: Sent by mail to the employer's registered address, or available for collection at the Work Pass Card Delivery Counter.
  • Card validity: Up to 2 years, tied to the helper's medical examination cycle.

Until the physical card arrives, the printed IPA plus the biometric confirmation slip serves as proof of legal employment. Your helper can start full duties from the day of arrival; she does not need to wait for the card.

Renewal biometric: every 2 years

Your helper has to redo biometric every time her work permit is renewed, which is every 2 years tied to her medical examination cycle. The process is the same, but you will not need the SIP certificate again (SIP is one-time only).

Renewal biometric is also done at Bendemeer Road, and for many renewals can now be done partially via the MOM@SG mobile app if she has Singpass set up. The face capture still needs to be in person, but signature and confirmation can be done on the app.

Edge cases

  • Re-biometric after permit lapse: If a permit lapses, MOM treats this as a fresh application and biometric must be redone.
  • Transfer helpers: A helper transferring from a previous employer in Singapore does not always need a new biometric. The agency confirms at IPA stage.
  • Lost work permit card: Report online via the MOM portal. A replacement card is issued for S$100, biometric is not redone if existing record is valid.
